HB 5 Community and Student Engagement (C&SE) Ratings for Campuses and District for 2016-2017
House Bill 5 requires school districts to evaluate the district and campuses in eight categories and in the area of compliance with statutory reporting and policy requirements based on criteria developed by a local district committee.

The categories determined by House Bill 5 are:
1. fine arts;
2. wellness and physical education;
3. community and parental involvement, such as:
___ a. opportunities for parents to assist students in preparing for assessments;
___ b. tutoring programs that support students taking assessments; and
___ c. opportunities for students to participate in community services;
4. 21st Century Workforce Development program;
5. The second language acquisition program;
6. The digital learning environment;
7. dropout prevention strategies; and
8. educational programs for gifted and talented students.

Access to the District's electronic communications system is a privilege, not a right. All users shall be required to acknowledge receipt and understanding of all administrative regulations governing use of the system and shall agree in writing to allow monitoring of their use and to comply with such regulations and guidelines. Noncompliance may result in suspension of access or termination of privileges and other disciplinary action consistent with District policies. The District will maintain a website for the purpose of informing employees, students, parents, and members of the community of programs, policies, and practices. Electronic communications also include the District's webserver. The District's webserver houses http://www.bisd.us which is the district's main page (homepage). It is the duty and responsibility of all departments and campuses to update and maintain their individual Web sites related to the homepage.
Requests for publication of information on the District website must be directed to the district's Public Information Administrator. It is also the duty of the office of Public Information to successfully maintain the portion of the main page that directly relates to the news, announcements, current events, and information and to change the pictures and captions. It is the duty and responsibility of all departments and campuses to update and maintain their individual websites. It is imperative that department or campus administration be responsible for the content provided to make sure that it meets the guidelines set forth in the Acceptable Use Policy and Improper Use of the Computer System. No commercial advertising will be permitted on a website controlled by the District.
